<span style="font-size: 16px;">为规范城镇供水价格管理，保障供水、用水双方的合法权益，充分发挥阶梯价格机制的调节作用，促进城镇供水事业发展，根据国家发展改革委、住房城乡建设部《关于加快建立完善城镇居民用水阶梯价格制度的指导意见》，荆雁片区供水区域应建立并实行居民阶梯水价制度。<span style="letter-spacing: 0.034em;">多年来，荆雁片区制水成本、输配成本大幅增长以及供水设施建设的大量投入，水价与供水成本不符，亏损缺口一直由乐清水务承担。</span></span>

<span style="letter-spacing: 0.034em;font-size: 16px;">根据《浙江省发展改革委浙江省建设厅关于做好<城镇供水价格成本监审办法><城镇供水价格管理办法>实施工作的通知》（浙发改价格〔2022〕48号）等有关规定，综合考虑我市各片区供水情况，经成本监审，<strong><span style="letter-spacing: 0.034em;color: rgb(217, 33, 66);">拟定乐清市荆雁片区供水价格</span></strong>。</span>
</p>

<span style="font-size: 16px;">（一）荆雁片区现行供水价格</span>
</p>
<p style="line-height:2em;font-size:16px;">
<span style="font-size: 16px;">荆雁片区目前执行的供水价格是根据乐清市物价局1998年和2000年制定的《关于调整自来水价格的通知》（乐价〔1998〕145号）和《关于调整湖雾水厂自来水价格的通知》（乐价〔2000〕105号）文件，<span style="color: rgb(0, 0, 0);">具体标准是：生活用水大荆镇0.9元/吨、雁荡镇1.0元/吨，生产用水1.3元/吨，服务用水大荆镇1.8元/吨、雁荡镇2.2元/吨，建筑、临时用水雁荡2.5元/吨；湖雾镇水价1.0元/吨（以上价格均不含水资源税和污水处理费）。</span></span>

<span style="font-size: 16px;">（二）拟定荆雁片区供水价格方案</span>
</p>

<span style="font-size: 16px;">1. 成本监审结论</span>
</p>
<p style="line-height:2em;">
<span style="font-size: 16px;">乐清市发展和改革局对温州公用事业发展集团乐清水务有限公司荆雁供水区域2021-2023年度供水价格进行成本监审，依照《城镇供水价格成本监审办法》（国家发展改革委住房城乡建设部2021年第45号令）规定，核定温州公用事业发展集团乐清水务有限公司荆雁片区2021-2023年度城镇供水总定价成本为15,827,092.956元，单位定价成本为1.804元/立方米。</span>

<span style="font-size: 16px;">2. 准许收入情况</span>
</p>
<p style="line-height:2em;">
<span style="font-size: 16px;">根据《城镇供水价格管理办法》规定，制定城镇供水价格，以成本监审为基础，按照“准许成本加合理收益”的方法，先核定供水企业供水业务的准许收入，再以准许收入为基础分类核定用户用水价格；准许收入由准许成本、准许收益和税金构成。</span>
</p>

<span style="font-size: 16px;">（1）准许成本</span>
</p>
<p style="line-height:2em;">
<span style="font-size: 16px;">准许成本通过成本监审核定，即对荆雁供水区域2021-2023年度供水价格进行成本监审，核定准许成本为1582.71万元。</span>
</p>
<p style="line-height:2em;">
<span style="font-size: 16px;">（2）准许收益</span>
</p>
<p style="line-height:2em;">
<span style="font-size: 16px;">依照《城镇供水价格管理办法》相关要求，准许收益按有效资产乘以准许收益率计算确定。经核定，2023年底有效资产为3857.72万元，准许收益率为5.907%，准许收益=有效资产*准许收益率=3857.72*5.907%=227.88万元。</span>
</p>

<span style="font-size: 16px;">（3）税金</span>
</p>
<p style="line-height:2em;">
<span style="font-size: 16px;">依据《城镇供水价格管理办法》第十条规定，税金包括所得税、城市维护建设税、教育费附加，经核定税金总计2.88万元。</span>
</p>
<p style="line-height:2em;">
<span style="font-size: 16px;">（4）准许收入</span>
</p>
<p style="line-height:2em;">
<span style="font-size: 16px;">供水企业供水业务的准许收入由准许成本、准许收益和税金构成。经核定，准许收入1582.71+227.88+2.88=1813.47万元。</span>

<span style="font-size: 16px;">3. 供水价格测算情况</span>
</p>

<span style="font-size: 16px;">经核定，准许收入为1813.47万元，核定供水量为877.357万立方米，根据增值税实际执行税率（3%），核定含增值税平均供水价格为2.13元/立方米。</span>

<span style="font-size: 16px;">2.阶梯水费采取按档累进计费方法征收，阶梯水费的计量缴费周期为年。</span>

<span style="font-size: 16px;">3.家庭成员超过4人的每增加1人相应增加年用水量48立方米。</span>
