<span style="font-size: 16px;">经调整，2024年国家医保药品目录共新增91种药品，其中<span style="color: rgb(0, 122, 170);"><strong>肿瘤用药26个（含4个罕见病）、糖尿病等慢性病用药15个（含2个罕见病）、罕见病用药13个、抗感染用药7个、中成药11个、精神病用药4个，以及其他领域用药21个</strong></span>。同时，调出了43种药品。</span>

<span style="font-size: 16px;">本次调整后，目录内药品总数将增至3159种，其中西药1765种、中成药1394种，肿瘤、慢性病、罕见病、儿童用药等领域的保障水平得到进一步提升。新版药品目录将于<span style="color: rgb(0, 122, 170);"><strong>2025年1月1日在全国范围内正式实施</strong></span>。</span>

<span style="font-size: 16px;">国家医保局介绍，在谈判竞价环节，共有117个目录外药品参加，其中89个谈判竞价成功，成功率为76%，<span style="color: rgb(0, 122, 170);"><strong>平均降价63%，</strong></span>成功率和价格降幅与2023年基本相当。叠加谈判降价和医保报销，<span style="color: rgb(0, 122, 170);"><strong>预计2025年将为患者减负超500亿元</strong></span>。</span>

<span style="font-size: 16px;">今年目录调整范围以新药为主，新增的91种药品中有90个为5年内新上市品种。国家医保局将包括1类化药、1类治疗用生物制品、1类和3类中成药在内的“全球新”作为重点支持对象，确保“好钢用在刀刃上”。新增91个药品中38个是“全球新”的创新药，无论是比例还是绝对数量都创历年新高。在谈判阶段，创新药的谈判成功率超过了90%，较总体成功率高16个百分点。</span>

<span style="font-size: 16px;">在药品注册审批制度改革、医保目录动态调整等政策的加持下，近年来我国医药创新蓬勃发展，今年91个新增药品中国内企业的有65个，占比超过了70%，并且近几年都呈逐年上升之势。</span>

<span style="font-size: 16px;">本次药品目录调整<span style="color: rgb(0, 122, 170);"><strong>在肿瘤、糖尿病、精神、抗感染等领域</strong></span>，都有疗效更佳、依从性更好的药品被纳入目录，同时保证了价格和费用基本相当。如某款重性精神病治疗用药，一针可维持半年有效，与目录内原有每月注射一次的药品相比，能够大大提升患者依从性、减轻医疗体系负担，今年谈判纳入后疗程费用较原有月制剂低30％以上，实现了“提质不提价”。</span>

<span style="font-size: 16px;">国家医保局表示，总体来看，在基金可承受的前提下，今年目录保障水平稳步提升，将取得良好的社会效益。下一步，该局还将要求企业进一步强化配备和供应情况监测，确保药品可及性得到提升；并要求企业在目录落地前全部落实药品追溯码，实现全程"可追溯"，为加强监管、维护基金安全打好基础。</span>
