近日，21艘被收缴的“三无”船舶依次在乐清南岳码头岸边排开，每艘船舶上都标有大大的“拆”字。在渔政执法人员的监督下，工人们通过气焊切割、挖掘机捣毁等方式拆解船体，确保船舶全拆解、不可逆、可追溯。

<span style="letter-spacing: 2px;font-size: 16px;">“三无”船舶是指具有无船名船号、无船舶证书、无船籍港等情形，在水上航行、停泊、作业的各类机动、非机动船舶以及其他按照船舶管理的水上移动或漂浮设施、装置，存在质量风险、违规操作等问题，安全隐患大。据乐清市农业农村局相关负责人介绍，根据有关法律规定，违反关于禁渔区、禁渔期的规定进行捕捞的或者使用禁用的渔具，包括“三无”船舶，没收渔具，吊销捕捞许可证，情节特别严重的，可以没收渔船，构成犯罪的，依法追究刑事责任。</span>

<span style="letter-spacing: 2px;font-size: 16px;">乐清海岸线长达130余公里，拥有丰富的海洋资源，因此扎紧涉海涉渔领域安全网责任重大。自去年底启动涉海涉渔“三无”船舶大起底大整治工作以来，乐清市组建由农业农村、海事、公安、水利、交通、经信、文广旅体、体育事业等多部门的工作专班，以乡镇（街道）为单位，按照“不留死角，不漏一船”的要求，对港湾、岙口、滩涂、渔港、渔村、修造船厂（点）等开展拉网式排查，对全市25个乡镇街各类“三无”船舶进行大起底大整治。 </span>

<span style="letter-spacing: 2px;font-size: 16px;">截至2024年1月10日，乐清市各相关部门开展各类执法检查122次，已完成“三无”船舶排摸起底，并清单化登记造册。下一步，乐清市农业农村、海事、交通运输、海警、文旅、体育等部门，将指导乡镇（街道）对排查发现的“三无”船舶开展分类认定，对不符合纳规管理的坚决予以打击取缔。</span>
