温州这家医院违法收费，被罚近135万元！

<span style="font-size: 16px;">行政处罚信息决定书显示，文成县人民医院在2021年1月1日至2022年12月31日期间，<strong>实施了重复收费、分解收费、串换项目收费、将不属于医疗保障基金支付范围的医药费用纳入医疗保障基金结算的违法收费行为，</strong>造成医保基金损失178.9万元，其中2021年5月后医保基金134.96万元。根据《医疗保障基金使用监督管理条例》，文成县医保局对该院处2021年5月后违法数额一倍罚款，计134.96万元。</span>

<span style="font-size: 16px;">事实上，因涉嫌违法收费被罚的医疗机构不止一家。记者查询浙江政务网发现，今年6月，平阳县人民医院就因为重复收费、超标准收费等两大类、共计29项违法收费行为造成医保基金损失，而被该县医保局罚款46万余元。今年8月，苍南县中医院因实施超标准收费、重复收费、串换项目等违法收费行为,造成医保基金损失395533.53元，被罚39.55万元。</span>

<span style="font-size: 16px;">记者查询浙江政务服务网、企查查等平台发现，这不是文成县人民医院第一次被罚。今年8月，该院因使用非卫生技术人员从事医疗卫生技术工作等违法行为，被文成县卫生健康局罚款12.15万元。信息显示，该县卫健局在检查中发现，该院存在门诊手术知情同意书、外科病历手术安全核查表和手术器械清点单等未按规定填写，麻醉知情同意书医师签名处无麻醉医师签名，未经术前讨论直接开具手术医嘱单，未及时对特殊使用级抗菌药物审批单进行审核，使用非卫生技术人员从事麻醉药品审核工作等9项违法行为。</span>

<span style="font-size: 16px;">记者留意到，该院曾多次因使用非卫生技术人员从事医疗卫生技术工作而被罚。2021年，该院因使用非卫生技术人员从事医疗卫生技术工作等行为，被罚2.45万元。2020年，该院因乙肝、丙肝患者未按规定隔离且阳性区乙肝、丙肝在一个区域内进行血液透析，使用内科专业职业医师从事心电图检查工作并出具诊断报告等26项违法行为被罚。</span>
