<span style="font-size: 16px;">市域铁路S2线北起乐清城东街道，南至瑞安市东山街道，是环大罗山轨道交通网络的重要组成部分，是串联东部沿海产业带的重要通道，还是推动温瑞一体化发展的重要纽带，对促进温州东部沿海产业发展、构建“拥江面海”的城市发展格局等均具有十分重要的意义。<span style="outline: 0px;color: #002060;"><strong style="outline: 0px;">S2线于2019年1月28日正式开工建设，历经4年奋战，于今年4月13日通过项目工程质量验收，随后启动为期3月的空载试运行，于7月14日通过竣工验收，并于7月26日正式通过初期运营前安全评估。</strong></span></span>

<span style="font-size: 16px;">此次安全评估会议为期三天，由温州市交通运输局主办，上海市交通运输行业协会承办，市铁投集团协办，是对S2线综合运营能力的一次全面检阅。与会专家观看S2线建设和运营筹备的专题片，听取S2线建设和运营筹备两方面综合报告以及开通初期公交接驳方案，并分组开展现场踏勘、夜间区间检查、系统功能抽查测试检验以及内业资料核查等，对S2线初期运营前安全评估的前提条件、全线的设施设备系统功能、系统联动测试情况和运营筹备期间各项工作评估情况等全面进行了审查判定。</span>

<span style="font-size: 16px;">经充分研究与讨论，专家组一致认为，温州市域铁路S2线一期工程资料详细齐全，前提条件已具备，系统联动测试满足设计标准及《技术标准》的要求，运营主体和岗位人员已按要求准备充分。对照《技术标准》，温州市域铁路S2线一期工程具备初期运营的条件。</span>
